Looks good to me. For my own review and to summarize, this PR roughly:
- Updates build options to enable Flutter GPU
- Skips CI checks on development platforms besides macOS
- Changes test skip reason to being due to flutter/flutter#173650
- Updates dependencies and regenerate platform runner files
